Qualified teachers demands more posts

ITANAGAR, Mar 9: The Arunachal Pradesh Teacher Eligibility Test Qualifiers’ Association (APTETQA) on Wednesday urged the state government to create more regular posts of Primary Teacher (PRT) and Trained Graduate Teacher (TGT) in order to absorb APTET cleared and qualified candidates.

Addressing a press conference APTETQA President Boria Atung demanded that the government absorb the APTET qualified candidates, batch-wise while informing that there are more than one thousand nine hundreds teachers aspirants so far that have cleared the test.

APTETQA president said, “how come government expects quality education if qualified teachers are constantly being overlooked and denied the chance of being appointed”.

He added that every year APTET qualified applicants are growing as APTET examination is being held without creating teachers post. The association opined that growing numbers of APTET cleared candidate would unnecessarily cause gridlock in the department for recruitment of teachers.

Fearing that growing numbers of APTET qualified candidates every year would make department impossible to accommodate them, the association requested the department for no further APTET examination till absorption of existing APTET qualified applicants.

Earlier, in its representation to the Governor, the qualified teachers sought for age relaxation for SSA teachers who have cleared APTET saying that many are on verge of crossing age limit. Further, the association demanded that APTET should be considered as compulsory eligibility criteria for recruitment of TGT.

It also claimed APTET cleared candidates would be victimized if the TGT examination is conducted by Arunachal Pradesh Public Service Commission (APPSC) as they fear that they may go through written test again. The association pleaded the government to ensure the recruitment of TGT is done by Director, School Education.

It further questioned the Kra Daadi District Administration for publishing advertisement without giving APTET as requisite qualification for TGT under RMSA.

The APTETQA also asked the authority to minimize the number of wait list candidates.

Ranji Thomas refutes PDS allegations

ITANAGAR, Mar 9: Former Advocate General of Arunachal Pradesh Ranji Thomas has refuted BJP’s JAC Chairman Tame Phassang’s allegation that Thomas had intentionally lost the PDS case in Supreme Court in collusion with some powerful contractors.

While reacting to a news item published under the heading “JAC appeals Governor not to release HTS bill” dated 11.02.2016, former Advocate General’s counsel V N Raghupathy while terming the news item as false and incorrect said that the statement were deliberately made by Phassang with a view to intentionally and willfully defame Ranji Thomas.

The records of the case(s) which are available to anyone on the website of the Supreme Court would reveal the falsity of such allegation, said a letter sent to this daily.

Thomas was not the Counsel or the Advocate General when Supreme Court passed the orders, he said while informing that PDS cases were filed in the Supreme Court in 2011 and the Supreme Court by various orders directed the State Government to pay Rs. 158 Crores to three contractors and Rs. 18 crores to the fourth contractor.

The records of the cases and the judicial orders will show that Thomas took over as the Advocate General for the State in 2014.

“The original Money Suits were filed in the year 2007 before the District and Session Judge, Yupia and the decrees were passed in 2007 itself. The then and subsequent Governments preferred not to file any appeal against the Decrees in the High Court (Itanagar Bench) and it was only the (Tuki) Government which preferred Regular First Appeal against the said Decrees even though there was already a delay of over 6 years.

The High Court judgment appealed against in the Supreme Court was passed on a Writ Petition filed by the State for a declaration that the payments to the contractors be made as per the circular of 2001 and not based on circular of 1995 as decided by the Central Government in the year 2005, the counsel said.

The Gauhati High Court disposed of the said Writ Petition stating that the disputes raised in the Writ Petition could not be decided by the Court in exercise of its writ jurisdiction and the only way to sort out the issue was to have negotiations.

Whether the HTS bills are based on genuine claims or not was a subject matter of the Yupia Court in the Original Suit and not before the High Court in the Writ Petition or the SLP in Supreme Court.

The Gauhati High Court in the Writ Petition had directed the concerned authorities, State and Central Government to sit together and sort out the issue against which the SLP was filed in the Supreme Court in 2011 which was dismissed on 21.01.2016 by the Supreme Court, the counsel stated.

In a notice sent to this daily, the Counsel for Thomas states that the news item is false, motivated, defamatory, frivolous, vexatious and dishonest with a view to mislead the public of the State and to help the politicians who have been spreading false and frivolous propaganda in the State for political gains. Commissioner unhappy at poor fish production

SEPPA, Mar 9: Fishery Commissioner Huzar Lollen expressed concern over unsatisfactory performance of the Fisheries Department despite funds being released regularly.

“We have to ponder upon as to why there has been no visible output even though funds are being allotted for the last 36 years since inception of Fishery Department in the state”, Lollen said while interacting with the staff of Fishery at DEDO office here.

Time has come to change the mindset, he said, and asked the officials of his department to put forward constructive suggestions to the government to move ahead at par with other fish producing states.

Lollen, who visited East Kameng district recently in order to assess the implementation of schemes at the ground level, asked them to develop work culture and also to do justice to their duties. He advised the DFDOs to have close link with the farmers along with detailed statistical data of farmers, numbers of ponds and potentials of the district for fish farming.

“What is required to be done is to select the genuine beneficiaries and promote the farmers to create assets for their sustainable income,” he said.

He directed the DFDOs to maintain asset register indicating creation of assets through various schemes year wise.

Later, responding to a memorandum for allotment of fund for repair and maintenance of quarters at Seppa, Lollen informed that fund was allotted and UC already submitted by the contractors.

Earlier, the Commissioner inspected Govt. fish farms at Veo, Pampoli and Wessang.

DC asks PR leaders to rectify unfair distribution of home lighting system

ROING, Mar 9: Taking action on the complaint regarding alleged diversion and unfair distribution of Home Lighting System under CSR Scheme at Banggo village under Dambuk circle, Lower Dibang Valley Deputy Commissioner Ravi Dhavan and SP Take Ringu visited the village on Monday last to take note of the situation, much to the relief of the poor villagers.

As per information from the complainants, the ASM and GPC have been given two days to rectify the unfair distribution and to redirect the Home Lighting System to the rightful beneficiaries, failing which action will be taken against the duo.

East Siang administration reviews DADA

PASIGHAT, Mar 9: East Siang administration reviewed the District Annual Development Agenda (DADA) in a coordination meeting, held in Siang Hall, chaired by the Deputy Commissioner Isha Khosla on Wednesday.

Khosla, while rejecting few plans, directed the concerned departmental heads to make feasibility study on their proposed projects and to submit reports immediately. She advised the officers to prepare people oriented plans right and to discuss thoroughly so that any faults and lacunae could be detected and corrected.

Nari-Koyu MLA Kento Rina suggested appropriate steps for construction, widening and maintenance of Pasighat Ledum Telam Korang road as well roads in his constituency.

Rina assured to take irrigation channels to every village under his area development fund.

Pasighat MLA Kaling Moyong called for expediting the long pending 132KV line coming to East Siang, Lower Dibang Valley, Lohit, Namsai and Anjaw districts. Expressing his dismay, Moyong informed that the issue was raised by him in the state Assembly and Rs 10 Crs was sanctioned by the government and the work was supposed to be completed in March last year but the department failed to complete the task on time.

He also advised the power department to obtain timely approval for renewal of Jonai (Assam)-Pasighat supply to minimize suffering of the people of Pasighat during summer. He also instructed the concerned officers to construct drainage system to reduce water logging in the township especially in High-region, APP colony, Banskota and Airfield areas.

Various Heads of Department unveiled the perspective infrastructure development plans with estimated costs.

The meeting initiated by the DPO Ponung Boring was also attended by ADCs of Pasighat, Mebo, Ruksin and Nari-Koyu. (DIPRO)

International Women’s Day celebrated

Need for women to be educationally and economically empowered: Prof. C T Bhunia

ITANAGAR, Mar 9: Equality can be achieved only if women are educationally and economically empowered said Arunachal Pradesh NIT Director, Prof. C T Bhunia while addressing a seminar on sexual harassment against working women organized by the National Social Service Cell of NIT at its campus on the occasion of International Women’s Day.

Emphasizing on the empowerment of women in all aspects of their life, Bhunia said that women should secure their place by their right and should be least dependent on reservation.

Gynecologist Dr. Bombei Tayeng and clinical psychologist, Nabam Yeni who were the resource persons on the occasion spoke on the various issues pertaining to women’s physical and mental health.

At Aalo, the Day was also celebrated by the Arunachal Pradesh Women Welfare Society, West Siang unit in collaboration with ICDS and District Health Society in a befitting manner at Conference Hall of Industry department, Aalo.

Speaking on the occasion, Yater Padu Doji exhorted the women folk to address core issues like girls education, up-liftmen of widows and their rights.

Director of Siru-Riju Tea Garden, Yayum Gamkak and ICDS Deputy Director LK Singhpo were also present.

On the occasion Donyi Mumi Women of the Year Award was conferred to Jarjum Gamlin Ete in recognition of her contribution towards women for the last many decades. The award was received by her mother Gamde Gamlin on her behalf.

International Women’s Day was celebrated at Engo-Takar community hall at Pasighat on Tuesday by felicitating first woman graduate from Arunachal Pradesh Bormoti Dai and Dr. Yater Ringu Darang for their achievements.

In her brief speech, Dai remembered those days when girls were not encouraged to go to schools, and how they had to struggle to get education unlike present days. She appealed everyone to give equal opportunities to their girl child and hoped the gender disparity would be disappeared very soon.

East Siang Deputy Commissioner Isha Khosla said “Today women have made rapid progress in all spheres which were considered only as a men’s domain. She dwelt on the achievements made by women from India and around the world, like Kalpana Chawla, the first Indian-American astronaut to travel into space.

Many women in the state are holding various high posts and performing their duties with utmost sincerity and dedication, she said and hoped many more would be joining in all the fields in the coming days.

Earlier, Deputy Director, district ICDS cell Pasighat, Ponung Ering Angu in her keynote address spoke at length on the theme “50-50, step up for gender parity”.

Even though the women have been sensitized on their legal rights since 1911 women are still struggling for opportunities for their social, economical and political advancement.

Among others, Dr. Runi Tasung also spoke.

The programme was organized in collaboration with the District ICDS Cell. of Pasighat, WASE SHG group, ABK (WW) and the Nepali Sanskrit Suraksha Parishad (WW) Pasighat and attended by more than hundred women from all walks of life.

The Government Women College, Lekhi celebrated IWD with theme “Celebrating Womenhood: Progress for All” by organizing a counselling programme which was attended, among others, by Principal of Govt. College Doimukh Dr. NT Rikam.

While interacting with the students, Dr. Rikam apprised them of “Planet 50-50” and implored them to work towards its fulfilment.

Prof, Kessang Degi, Department of Education, RGU, Dr. Joram Yalam Nabam, Asst. Professor, RGU, Nani Mamung, Astt. Professor, RGU, and Dr. Kabak Tamar, Medical Officer, Itafort Hospital were the resource persons of the programme. They counselled the students on gender equality, education, health and rights of women for their awareness.

The resource persons gave emphasis on women empowerment and equality for women for progressive society.

At Jairampur, R K Mossang Memorial Society (RKMMS), a local NGO organized a day-long programme on the occasion of International Women’s Day. A large number of government officials including Jairampur ADC, Kento Riba and RKMMS Chairperson, Komoli Mosang, GBs and girl students attended the programme.

Further, a medical camp was also organized by the State Bank of India, Regional Business Office, Itanagar for the womenfolk of Sangdupota area to mark the Day. A team of doctors including, Dr. P. Village council bans bird hunting, traps

KHONSA, Mar 9: In what could be termed as a landmark decision, the traditional village council (Nguang-awang) of Kaimai village has banned bird hunting as well as all kinds of traditional instruments and traps used to snare birds in the village and its peripheries with immediate effect.

The decision was taken by the village council in a meeting on Tuesday in view of the diminishing bird populations in the village due to hunting and destruction of their habitats.

Chief of the village council Khamwang Lowang, who presided over the all important meeting held in the Paang (male dormitory), said that the Kaimai villagers had an emotional relationship with the wild creatures which is evident from the fact that beautiful wild birds and animals are found mentioned in the Nocte folksongs.

Prominent village council member Lankham Wangsu said, “The Kaimai village council is contemplating to impose a blanket ban on hunting to save the few precious wild creatures that are roaming freely in the wild.” He informed that use of all kinds of traditional instruments and traps to snare birds like, catapult, bow, wakhaap, wosoot ney etc have been banned in the village with immediate effect.

Wangsu further said that the village council envisages banning fishing by blasting, using electric shock, large nets, poisoning etc. adding that the council would only encourage traditional mode of fishing.

It is worth mentioning here that the lone river Chatjo near Kaimai and all the water bodies have become barren, bereft of any fish and other aquatic life due to unscientific and wanton use of wrong fishing methods. DIPRO

Lohit BSG contributes to TN flood victims

TEZU, Mar 9: Bharat Scouts & Guides of Lohit district collected a sum of Rs. 19, 360 through the Cubs, Bul Buls, Scouts & Guides of 11 Government schools in the district in aid of flood victims of Tamil Nadu.

The fundraising effort was made following a joint appeal from CoSAAP and Bharat Scouts & Guides, Arunachal Pradesh.

A demand draft was made out of the amount in favour of the President, CoSAAP, informed Lohit DDSE M. Linggi, who also is the District Chief Commissioner of Bharat Scouts & Guides.

The fund though meager, would help the flood affected people, the DDSE hoped. DIPRO

‘Stop construction work’

ITANAGAR, Mar 9: Alleging the state government of awarding the construction work of Innovation Hub and Digital Space Exposition Theatre (Planetarium) at IG Park, Itanagar without floating a proper NIT, the Ward No.10 Youth Association has in a letter to the govt appealed for early steps to put a stop on the ongoing construction work and re-floating of the tender against the said work.

The association further said that it had submitted a complaint letter to the Capital Complex DC last year asking for immediate stop on the said work but the authorities failed to take any step.

Training cum demo on integrated fish farming

ITANAGAR, Mar 09: ICAR-Directorate of Coldwater Fisheries Research, Bhimtal Uttarakhand in collaboration with Krishi Vigyan Kendra of Lower Subansiri district conducted two training cum demonstration programmes on integrated fish farming at Hapoli on March 5-6 and Yachuli on March 7-8.

The programmes were inaugurated by Tyliang Tadi, Progressive Farmer and H. Hucha, District Training Organizer, ATMA at Hapoli and Yachuli respectively. In the inaugural session both Tadi and Hucha stressed encouraged the farmers to undertake fish farming on scientific manner.

Visiting Coordinator of the programmes Dr. Deepjyoti Baruah, Senior Scientist, ICAR-DCFR explained about the new technologies developed by ICAR-DCFR for coldwater fisheries which are ready for application at field. He explained how to breed and propagate trout fish at high altitudes, mahseer at mid altitude regions and integrated fish farming at mid and foothill areas.

Dr. Ritesh S Tandel, visiting scientist, ICAR-DCFR demonstrated on fish health and water quality management in fisheries/ponds for higher production and benefits.

A training manual was also released for easy understanding of the technologies for adoption in hill areas, on the occasion.

Dr. AN Tripathi, Programme Coordinator of Lower Subansiri KVK assured for his constant support to the farmers not only in the field of fisheries but also in the field of agriculture and allied sector.

A total of 25 farmers including farm women and rural youth of Ziro valley who attended the programmes were also taken on a field visit to farmers’ field at Ziro village, Hari village, Yachuli etc.

Training for AISECT faculties on skill development

ITANAGAR, Mar 9: The AISECT, a Bhopal-based education, skill development, services and e-governance network society, which has presently 23 skill centers in the state, in collaboration with National Institute of Orthopedically Handicapped Persons (NIOH) organized training for its faculty and managers in Itanagar on Monday.

During the training, NIOH Director, Sarbari Sen informed about the initiatives of the government for the uplift of persons with disabilities and urged them to reach out to the physically disabled persons of their locality and impart skill training in sectors like handicrafts, tailoring and computer skills.

NULM Mission Manager Sameer Nytik emphasized the need to impart employable skill training to the youth of the state to help them utilize their newly acquired skills. Speaking in context of the state, Nytik said that the AISECT should impart training in plumbing to the youths as there are no qualified plumbers in the state. The youths can acquire plumbing skills to become self employed, he added.

AISECT zonal coordinator AK Chaturvedi who is also a researcher in the field of skill development highlighted the studies of skill gap analysis of the state. He discussed the various operational aspects of the training procedures and the necessary documentations required by the centre managers while imparting training.

Org complaints irregularity in NIT

ITANAGAR, Mar 09: All Sagalee Youth Federation (ASYF) has lodged a complaint with Principal Conservator of Forests (P&D) against the DFO, Sagalee Forest Division for allegedly violating guidelines mentioned in the CPWD manual for notice inviting tenders (NIT).

Referring to an advertisement (No.SGD/03/2016/500-01 Dated Sagalee, the 29th February, 2016), which was published in a local daily, the ASYF claimed that there is a mandatory provision of 14 days time for issuing tender forms for any work costing more than Rs 20 Lakh upto Rs.2 crore. But in this case, the time given for issuing tender form was only three days (from 1.3.2016 to 3.3.2016) in spite of the cost of the tender work exceeded the prescribed limit.

It appealed to the PCF to pass necessary order to the DFO to follow the prescribed guidelines and extend the time limit for issuing of tender form against the said NIT in the interest of genuine firms/contractors.

Kamba people get a library

AALO, Mar 09: The Sub-divisional Library at Kamba has opened much to the delight of book lovers which will also benefit the students of the area most.

Additional Deputy Commissioner of Kamba, Nyiken Lollen, who inaugurated the library on Tuesday in presence of public, staff of the ADC office and children, said the library will cater to the reference needs of the students/collegians and public and stressed on its best use.

DL&IO Y Kena briefed about the importance of library and its use. Kena said the library will serve as good information centre for book lovers of Kamba sub-division and appealed the gathering to make maximum use of it.

Nomuk, Librarian of HS School, Kamba while sharing the personal problems faced by him in managing and maintaining his library, sought cooperation from the library department of West Siang to help his library in the time of need.

Moyong extends relief to the fire victims

PASIGHAT, Mar 9: Local MLA Kaling Moyong has distributed relief to the fire victims of Pasighat market. On August 9 night last year, 32 shops were gutted and several structures had to be dismantled as a precautionary measure to prevent the blaze from spreading further.

MLA Moyong handed over Rs 66,200 (Sixty six thousand and two hundred) to each of the victim at Balaji Mandir complex on Wednesday.

He urged the business community to take utmost care to protect their properties so that such incidents are not repeated in future.

Moyong extended his gratitude to the Chief Minister Kalikho Pul for his action in reaching out to the fire victims. Pasighat Market Association President Obyak Ering, councilors and shopkeepers were present during the event. DIPRO

Action sought against PDS distributor

ITANAGAR, Mar 9: Claiming that the people of Chambang and Gangte Circle have been facing much hardship due to non-distribution of BPL & APL rice by the area’s PDS distributor, the All Palin, Chambang, Yagte, Gangte & Tarak-Langdi Students’ Union (APCYGTSU) has in a letter to the Kra Daadi DC today, appealed him to take strict action against the particular PDS distributor.

Metrology dept. continues efforts to protect consumer rights

ITANAGAR, Mar 9: As part of its continuous efforts to protect the consumer rights, the officials of the Department of Legal Metrology and Consumer Affairs conducted inspections in various shops in Itanagar wherein 17 cases of irregularities were found and booked.

The cases were related to selling of packaged commodities beyond the maximum retail price (MRP), smudging of MRP or selling of foreign made packaged items without MRP declaration, imported license etc.

One trader was found using unverified weights and measures, which is a violation of the Legal Metrology Acts & Rules. The cases were booked against the defaulting traders under the said provisions. The inspection team was led by Assistant Controller Amrit Taba.

Annual plan proposals for Upper Siang submitted

YINGKIONG, Mar 09: All the District Head of Offices/ Departments presented their annual plan proposals for the year 2016-17 in a meeting held in connection with finalization and preparation of Annual Development Agenda of 2016-17 in respect of Upper Siang district at Yingkiong on Wednesday.

While attending the meeting, Geku- Mariyang MLA Olom Panyang requested various HoDs to submit specific proposals of need-based only.

Regional party is better option

The recent decision of 30 rebel Congress MLAs led by Chief Minister Kalikho Pul to merge with Peoples Party of Arunachal (PPA) has given ray of hope to the lone regional party of state. Formed in the year 1977, PPA was shortly in power in 1979 under the leadership of former Chief Minister Tomo Riba. Since then it has never been in power. PPA has been used as launch pad by many politicians. They win election on PPA ticket but later join en-mass into the national party.

Apart from PPA chairman Kameng Ringu not many leaders has stayed back in the party. Therefore when Pul and his team decided to merge into PPA it surprised many. However there is wide speculation that they will ultimately join BJP and it might happen after assembly election in five states. But that is only rumor and one hopes that PPA government survives the whole tenure. Pul should take inspiration from Sikkim Chief Minister Pawan Chamling who funded Sikkim Democratic Front (SDF), a regional party in the year 1993. Since 1994 SDF is in power and Chamling is one of the longest serving CM of the country. For north east region, regional party is better option. In national parties like Congress and BJP there is too much of high command culture. Excessive interference from high command disturbs the functioning of the government.

Unemployed veterinarians await jobs

Dear Editor,

Through the column of your esteemed daily, I on behalf of unemployed veterinarians would like to express our grievances to the concerned authority. We have been struggling for jobs for the last 5 years but it seems that our state government is not interested in recruitment of Veterinary Officers.

There are many young, energetic, graduate and postgraduate degree holders eagerly waiting for many years and also there are some unemployed veterinarians who will be crossing their relaxable age within this year. Believe it or not, some are from 1999-2000 batches. Thanks to the Agriculture Technology Management Agency a centrally sponsored scheme under which many are surviving as contractual staff.

As per the data there are only 136 employed Veterinary Officer whereas there are 61 unemployed veterinarians. This is very less as per the norms. And only 1 State Veterinary hospital without a single specialized doctor and insufficient infrastructure is a matter of concern.

Will Roger said, “The best doctors in the world is the veterinarian. He can’t ask his patients what is the matter – he’s got to just know.”

Mahatma Gandhi said, “The greatness of a nation and its moral progress can be judged by the way its animals are treated.

Hence, I request the authority concern to do their best and also give us an opportunity to serve the state and the nation.

Good move

Dear Editor,

Cabinet decision not to continue with the functioning of non engineering department is a very good move and hence all establishments working on deputation shall be reverted to their parent department.

Those department having projects in their hands should deposit the project to work department and let them execute it. As these departments are not well manned, they are technically not competent to handle such huge projects.

Most of these projects cost are running into crores which is beyond the competency of Executive Engineer whose financial competency as per CPWD Works Manual 2014 is Rs.60.00 Lakhs for original works and Rs.30.00 Lakhs for maintenance works. Even, it is heard that some of them are making payment in plinth area for projects costing crores instead of itemising it.

And, Coor, Trg, Vigilance and Highway (both eastern & western zones) can be easily handled by one Chief Engineer as there is not much work load nowadays while the Chief Engineer CSQ, PWD is simply dealing with contractors registration.

Chief Engineer (Sanitation) of PHED also seems to be idle one. Higher post are for efficient and quick decision making but lot of projects are pending due to litigations filed by contractor due to non transparency in awarding tender. There is no increase in efficiency even by creating more number of higher posts.

Also, it is heard that State Govt. is going to create more Polytechnic colleges in various districts, which is not required now as we are not even able to maintain the already established colleges in Pasighat, Namsai, Nyapin. Put effort on strengthening the existing one. Upgrade the intake capacity of ITI Daporijo, Roing & Dirang and include new skill related course in these ITIs.

Service sector are the need of hour, emphasis should be given to skill development in plumbing, carpentry, masonry, electrician, motor vehicle mechanics, driver.

Do not induct tainted MLAs

Dear Editor,

The all Arunachal Contractors Welfare association (AACWA) welcomes the State cabinet decision to improve service delivery as well as adoption of Zero tolerance against corruption.

Meantime, we suggest that MLAs accused and involved in multi Crores PDS scandal should not be inducted as cabinet ministers as they may be damage the image of new chief minister as he has lots of dream for the state.

I hope that under the leadership of Kaliko Pul, PDS scandal will move fast and accused person will punished as per law. Moreover, AACWA urges newly chief Minister to immediately set up Lokayukta in state for speedy trail of corruption cases.

AACWA also express gratitude to chief minister for announcing abolition of civil deposit system in state by finance department as most of the sufferers are the contractors.
